Canberra has four distinct seasons because of its latitude, elevation and distance from the coast. The Assembly of Canberra consists of 17 members, elected from three districts using proportional representation. The Chief Minister is elected by the Members of the Legislative Assembly (MLA) . Another four MLAs are selected to serve as Ministers to form an Executive with the Chief Minister . The Australian capital territory has no existence and is no greater than a village outside Canberra . The Australian national exerts little influence over the Australian Capital Territory. The National Capital Authority is responsible for designing and planning of the city.
